Canadian work can support permanent residence, but a work permit does not become PR automatically. The NOC, duties, paid hours, authorization, physical work location and timing determine which programs may count it.

Classify the Canadian work accurately

Canadian Experience Class uses paid authorized work in NOC TEER 0, 1, 2 or 3 gained while physically in Canada. It requires at least 1,560 eligible hours over a minimum of 12 months in the three years before applying.

Self-employment and full-time student work are generally excluded from the CEC minimum, subject to a limited physician policy.

Provincial routes can recognize different work

PNP streams may target a particular occupation, wage, employer, community or period of local employment. Some need an employer form or ongoing offer; others invite candidates from Express Entry.

A province can change intake without notice. Confirm the current stream before relying on an employer’s past experience with it.

Employer-led federal routes are location-specific

Atlantic, Rural Community and Francophone Community programs require offers from designated employers and endorsement or recommendation. They also carry a real intention to settle in the participating region.

A worker should verify the employer’s designation with the responsible province or community rather than paying an intermediary for access.

Do not let the work permit expire while planning

Entering an Express Entry pool does not extend work authorization. Apply to extend or change status before expiry where eligible.

Some PR applicants qualify for a bridging open work permit after submission and acknowledgment, but the criteria vary by PR class. Keep working only when current authorization permits it.
